When Cedric died, he resurrected as a banana and gained additional abilities. He can cast spells, just as he could do before he died. Another thing he can do is separate from his peel to vanish, so next time Voldemort tries to Avada Kedavra him, he can just teleport away in a millisecond. He had to sacrifice his hair though...
